The Boggo Road Urban Village (BRUV) will be a unique, mixed-use area comprising residential, retail, commercial, environmental research and recreational facilities. The redevelopment of this site is being project-managed by the Department of Public Works, on behalf of the Queensland Government.
This redevelopment is another step in Dutton Park’s evolution as a growing, inner-city suburb. The project builds on several years of local community consultation as well as city-wide and regional planning processes to provide a platform for a vibrant community hub.
The Village will honour the site’s unique heritage and provide a sustainable future for Dutton Park. The development proposal was based on the planning principles contained in the South East Queensland Regional Plan 2005-2026 (SEQRP) and the current SEQRP 2009-2031.
These plans were created to guide all emerging developments in a community that values the critical balance between moving forward with our rapidly growing population and maintaining our wonderful lifestyle. The Village will connect Dutton Park with the city via pedestrian, cycle, bus and railways.
2. Where exactly is the Boggo Road Urban Village site?
The Boggo Road Urban Village will be situated on the former Boggo Road Gaol site on Annerley Road in Dutton Park, within five kilometres of Brisbane’s CBD.
3. Why do we need this redevelopment?
As an inner-city suburb, Dutton Park is one of many areas in Brisbane currently involved in redevelopment projects. The focus of these projects and planning studies is sustainability – changing how we live today so that we secure a liveable future for our community.
Brisbane’s population is continuing to grow very rapidly. If South East Queensland is to accommodate one million extra residents in the next two decades, including 10,000 in the West End/Woolloongabba district, we need to be smarter about how we use the land available to us.
The Boggo Road Urban Village development proposal was based on the planning principles contained in the South East Queensland Regional Plan 2005-2026 (SEQRP), and the current SEQRP 2009-2031. This represents an agreed Queensland Government position on the future of South East Queensland, and is part of the State legislation to help manage South East Queensland growth over the next 20 years.
The SEQRP includes proposals for ‘transit oriented developments’ (TODs) in locations across Brisbane with large rail and busway stations, including the Park Road railway station near the BRUV site. A TOD is a mixed-use residential and commercial area, designed to maximise the efficient use of land through high levels of access to public transport.
The BRUV development uses the principles set out in the SEQRP to help:
- Manage the demands of an increased population
- Change how we live today so we secure a liveable future for our community
- Implement good planning options, such as mixed-use developments and improvements in public transport.
4. What is the timeframe for development of the BRUV?
Site preparation works, the first phase of this redevelopment, were completed in early November 2006.
On Tuesday 20 November 2007, the Boggo Road Urban Village Development Application was approved by Brisbane City Council subject to a range of conditions. The approval was finalised in February 2008, and infrastructure works on the Boggo Road Urban Village, including roads, services and landscaping commenced in April 2008 with completion expected early-2010.
Preparation for the development of residential and mixed-use components of the BRUV (Lots 1, 5, 6 and 7 of the site) is underway. Shortlisted developers are currently preparing detailed proposals with the State Government expected to appoint a preferred developer in late-2010.
Construction of the Ecosciences Precinct, being project-managed by the Department of Tourism, Regional Development and Industry, commenced in 2008 and is targetted to be completed by early-2011.
5. What are the benefits to the local community?
The proposed plan for the Boggo Road Urban Village site paves the way for many community benefits, including:
- Green space
- Restaurants, cafes and retail shops
- Health, leisure and childcare facilities
- Employment
- Better integrated public transport options
- Pedestrian and cycle ways
- Access to Brisbane’s history
- A variety of housing options.
6. Who will fund, manage and own the Boggo Road Urban Village?
The Boggo Road Urban Village is a Queensland Government initiative. The Department of Public Works is responsible for delivering this project. The historic No. 2 Division Gaol and a number of other sites will stay in Queensland Government ownership.
The Government recently called for proposals from the private sector to deliver the residential components and a large part of the mixed-use components of the Village (Lots 1, 5, 6 and 7 of the site). The preferred developer will obtain the right to finalise the design, develop and acquire these components of the Boggo Road Urban Village.
It is anticipated the preferred developer will be appointed in late-2010.
7. What's going to happen to the Gaol? Will it be retained?
The No. 2 Division Gaol is heritage-listed and will be preserved under the proposal as an important reminder of Queensland’s heritage. It will add to the historical and cultural significance of the Village and be maintained for educational, cultural and commercial purposes that are consistent with its heritage significance.
Any redevelopment of the Gaol will be subject to Heritage Council approval. A Cultural Heritage Management Agreement commits key parties to a sound process for dealing with artefacts found during the works.
The Department of Public Works is currently investigating possible appropriate uses of the Gaol – and a strategy for their implementation – as part of the development of the Boggo Road Urban Village.
8. When will the Boggo Road Gaol be re-opened?
Unfortunately, a definite date for the re-opening of the Gaol cannot yet be confirmed, however we anticipate it will be closed until mid-2010.
The Department of Public Works is currently investigating possible appropriate uses of the Gaol – and a strategy for their implementation – as part of the development of the Boggo Road Urban Village.
The Department will ensure the relevant parts of the Gaol are safe and accessible for the public.

9. Can we gain access to the Boggo Road Urban Village for an information/educational tour?
Infrastructure works on the Boggo Road Urban Village, including roads, services and landscaping, commenced in April 2008, and are expected to be completed in early-2010. Once these works have been completed, parts of the BRUV will be opened to the community for recreation/education purposes.
The Department of Public Works is currently investigating possible appropriate uses of the Gaol – and a strategy for their implementation – as part of the development of the Boggo Road Urban Village.

10. Is there provision for affordable housing on the site?
There are several sites within the Boggo Road Urban Village that have been assigned for multi-unit residential and mixed-use development, including residential development. Potentially, up to 500 residential units of varying types will be developed on the site in the future, and the Brisbane City Council has imposed a condition requiring 25% affordable housing.
It has not yet been decided how affordable housing will be best delivered to the community. The project team will refer to Government policies related to affordable housing that apply at the time of implementation and will consult with the Department of Communities regarding key criteria for the proposed 'affordable housing'.
11. When do you expect construction to finish?
Infrastructure works, such as roads, services, some landscaping and one of the public parks commenced in April 2008 and will be completed in early-2010. Remaining works will be completed as part of the Ecosciences Precinct.

12. How can I find out what contractors have been appointed to deliver the works at the Boggo Road Urban Village and the Ecosciences Precinct?
The Department of Public Works is committed to keeping the building industry up-to-date with the latest information about current and future capital works building projects and relevant programs. This is achieved through the regular update of the Online Project Search facility https://secure.publicworks.qld.gov.au/ops/.
Preparation for the development of residential and mixed-use components of the BRUV (Lots 1, 5, 6 and 7 of the site) is underway. The State Government called for Expressions of Interest to develop the site in June 2009, and is expected to appoint a preferred developer in late-2010.
Information about active tenders for the Boggo Road Urban Village and Ecosciences Precinct will also be posted on the Project Services home page at www.projectservices.qld.gov.au.
13. How can I register my interest in being involved in construction works at the Boggo Road Urban Village?
The Queensland Government has an established registration process for contractors and consultants wishing to do work for the Government, known as the Prequalification (PQC) System. The PQC System provides a comprehensive central register of the pre-qualified building industry contractors and consultants used by all State Government departments. Only building industry contractors on the PQC register will be eligible to tender for Government building projects valued at more than $250,000.
Key trade and specialist contractors may also need to be registered on PQC System if the Government tenders directly for a trade package exceeding $250,000, however it is not anticipated trade packages will be tendered directly by the Government for the Boggo Road Urban Village project.
The PQC System does not apply to projects which are purely civil infrastructure projects such as roads, rail tracks, dams and bridges.

14. I would like to purchase land in the Boggo Road Urban Village. How can I do so?
Potentially up to 500 residential units will be developed on the site in the future. These units are expected to be a diverse mix of studio, one, two and three bedroom accommodation.
The Government recently called for proposals from the private sector to deliver the residential components and a large part of the mixed-use components of the BRUV (Lots 1, 5, 6 and 7 of the site). The preferred developer will obtain the right to finalise the design, develop and acquire these components of the Boggo Road Urban Village.
It is anticipated the preferred developer will be appointed in late-2010, however, the process and timing related to the sale of lots at the Village will be determined as the project progresses.
The Department of Public Works will keep the community informed via regular updates to the project website and other communication activities.
15. What's happening with the Boggo Road Busway project?
Eleanor Schonell Bridge to South East Busway (including Boggo Road Busway)
The Eastern Busway provides bus services from the University of Queensland and the Eleanor Schonell Bridge at Dutton Park, to the Boggo Road Urban Village, Princess Alexandra Hospital and the South East Busway at Buranda.
The section from the University of Queensland and the Eleanor Schonell Bridge to Princess Alexandra Hospital – formerly known as the Boggo Road Busway – has been renamed Eastern Busway.
The $366 million project was completed in August with bus services operating on Monday 3 August 2009.
The busway includes two new bus stations, a bus stop at Dutton Park and Australia’s longest busway tunnel.

16 What's happening with the Ecosciences Precinct?
The Ecosciences Precinct will harness the intellectual power of over 1,000 research staff to help solve some of the country’s biggest environmental issues. Climate change, water issues and balancing the needs of our environment and growth of our industries will be priority research areas.
The Ecosciences Precinct is a collaborative project involving Queensland Government agencies - the Department of Environment and Resource Management, the Department of Employment, Economic Development and Innovation, including Queensland Primary Industries and Fisheries, Queensland Mines and Energy - and the Commonwealth Scientific and Industrial Research Organisation (CSIRO).
The Queensland Government has committed over $200 million to develop the Ecosciences Precinct.
Design work is underway to develop the look and functionality of the Ecosciences Precinct. Construction commenced in August 2008 and is targeted to be completed in early-2011. It is anticipated that staff will move into the new facility in 2011.
